FAQ: Adult & Senior Day Support in the Twin Cities

Here are answers to some of our most frequently asked questions about the Adult and Senior Day Supports we offer in Roseville, MN. Learn more and make a referral.

  • NCSI is located in the city of Roseville in Ramsey County, MN. Although most of the people we serve live in Ramsey County, we also serve people who live in Anoka, Dakota, Hennepin, and Washington counties.

    Service Area for NCSI’s Day Support Services (Adult and Senior)

    NCSI’s Day Support Services are not limited to people who live in Roseville or Ramsey County. However in order to utilize our Route Transportation provided by Newtrax, Inc., people need to live within our transportation service radius, which typically includes the following cities**:

    • Columbia Heights (SE portion only)

    • Falcon Heights

    • Lauderdale

    • Little Canada

    • Maplewood

    • Minneapolis (NE portion only)

    • Mounds View

    • New Brighton

    • North Oaks

    • North Saint Paul

    • Oakdale

    • Roseville

    • Saint Anthony

    • Saint Paul (NW portion only)

    • Shoreview

    • Vadnais Heights

    • White Bear Lake

    People who don’t live within our transportation service radius have the option of using Metro Mobility or private transportation to get to/from NCSI’s Day Support Services in Roseville.

    **If you would like to use our route transportation provided by Newtrax, Inc., your residential address will be mapped to determine whether or not it is within our service radius and if there is availability on a current route.

  • More so than age range, people select to participate in our Adult or Senior Day Support Services based on their goals and interests. Our Adult service focuses on developing and maintaining essential life skills for people who are working age, while our Senior service focuses on personal enrichment for people who are retired.

    Although there is overlap, in general NCSI’s Adult Day Support serves people ages 22-62 and our Senior Day Support serves people ages 62 and older.

    School-age youth and adults younger than age 22 must receive authorization from the Minnesota Department of Human Services to use a day support services provider.

  • NCSI currently provides Day Support Services Monday through Friday from 9:30 a.m. to 3:00 p.m. This does not include route transportation time.

  • While many of the people we serve do attend Monday through Friday, some people attend between one and four days a week. NCSI only provides “bookend” route transportation, so people who are interested in attending partial days would need to arrange their own transportation one way.

  • The Day Support services provided by NCSI are typically paid for by one of several governmental funding sources:

    • Brain Injury (BI) Waiver

    • Community Access for Disability Inclusion (CADI) Waiver

    • Community Alternative Care (CAC) Waiver

    • Developmental Disabilities (DD) Waiver

    • Consumer Directed Community Supports (CDCS)

    • Children and Community Social Services Act (CCSA)

    • Intermediate Care Facility for Persons with Developmental Disabilities (ICF-DD)

    Occasionally, the consumer or other private party may be responsible for payment.

    NCSI is authorized to bill for these services for up to 250 days of service per individual per year.

    Rates for individuals on the BI Waiver, CADI Waiver, CAC Waiver, DD Waiver, and CDCS are determined by the Department of Human Services’ Disability Waiver Rate System rate-setting frameworks. These frameworks use variables such as staffing ratios, residential address, and support needs to determine an individual’s rate. Rates for individuals on CCSA and ICF-DD are set by the County of Financial Responsibility.

    In addition, individuals enrolled in the Medical Assistance program are required to pay a small monthly deductible towards the cost of the services they receive from NCSI. That deductible was $3.55 per month for 2022 and increases by small increments on an annual basis.

  • We are the smallest provider in Ramsey County and have high client retention, resulting in a close-knit environment. Our licensed capacity is limited to 80 people served on-site at any given time. We have one location with six program spaces that are all interconnected on one floor. Our Adults and Seniors are in the same building. Due to this small-by-design feature of our services, people served by NCSI are afforded individualized, personalized supports from attentive, engaged staff. You won’t get lost in a crowd!

  • NCSI partners with Newtrax, Inc. to provide safe, reliable route transportation for the majority of the people we serve in and around Ramsey County, MN. Newtrax is a nonprofit collaborative organization specializing in accessible group transportation services for people with disabilities and seniors. Some of the people we serve use Metro Mobility to get to and from NCSI, and some are transported by family members or personal care assistants.   • When you arrive on-site a staff member will take your temperature using a no-touch thermometer and ask you to wash your hands, in accordance with our COVID-19 protocols. Once you are settled in your program group, you are encouraged to continue wearing your face covering but it is not required.

    Program activities are held in the morning until 11:15 a.m., when we break for lunch. The people we serve bring their own bag lunches and beverages; there are refrigerators and microwave ovens available for your use and staff are present during lunchtime and are always available to help.

    Program activities start up again at 12:15 p.m.

  • NCSI has a license to provide Day Support Services but not Adult Day Services.

    These two services are licensed differently by the Minnesota Department of Human Services; day support service providers must have a license under Minn. Stat. Chapter 245D as an intensive support services provider, while adult day services providers must have a license under Minn. R. 9555.9600 to 9555.9730 and Minn. Stat. Chapter 245A.

    Day Support Services are defined as individualized, community-based training and support services that help a person develop and maintain essential and personally enriching life skills so they can access and participate in activities they prefer in their community.

    Adult Day Services are defined as an individualized program of activities designed to meet the assessed health and social needs of a person age 18 or older outside of their residence during the day. Adult day services include the delivery of supervision, care, assistance, training and activities directed toward achieving specific outcomes, as identified in the person’s support plan.

    Day Support Services do not accept funding by Alternative Care (AC), Essential Community Supports (ECS) or the Elderly Waiver (EW), while Adult Day Services do accept these funding sources.
